Since we both like movies, we both know that the LA pictured in the movies is a dumb fantasy! Life for large areas of Souhtern California is exactly what you say about the weak suffering at the hands of aggressive types....
Youth & ethnic gangs make a sport of shooting bystanders, espically very young childern. The body count is something like a low level civil war! I cann't imagine any European government long remaining in power with such conditions bleeding the public like this; most, I feel, would go to martial law to restore public order & safety.
